From Otaru Station, walk for about 5 minutes toward Yoichi, pass through the torii gate, and climb the hill to reach Dragon Shinto shrine. Dragon Shinto shrine was built by Enomoto Takeaki, a Hokkaido Development Commissioner.

He served the Tokugawa Shogunate and fought alongside Hijikata Toshizo in the Hakodate War at the end of the Edo period. After the defeat, he was imprisoned for a time as the ringleader of the Hakodate War, but the Meiji government bought his talent and appointed him to the Hokkaido Development Office.

In his efforts to pioneer Hokkaido, he envisioned a place where his fellow citizens, who were struggling to make ends meet, could play an active role and make Hokkaido the center of trade and diplomacy in Japan.
He turned his attention to Otaru, which had a wonderful harbor.

In 1869, he acquired a large plot of land in Inaho-cho, where the Dragon Shinto shrine is now located, from the national government and set about developing the area.
In 1876, he built Dragon Shinto shrine on a hill overlooking the sea to provide a spiritual center for the people who had moved here from elsewhere.

Located on a hill overlooking the sea, the shrine welcomes visitors with a sacred tin cane tree.
The shrine pavilion is decorated with a calligraphy handwritten by Takeaki Enomoto that was dedicated to the shrine.
The shrine enshrines seven deities and was formerly a township shrine.
The shrine was formerly known as a township shrine, and currently has more than 4,000 households as Ujiko.

Since Taro Aso assumed the position of prime minister after visiting the shrine, the shrine is said to be blessed with good luck and success in life.
