In 1880, Hokkaido's first railroad line opened between Otaru and Sapporo. Otaru became the most prosperous economic city in northern Japan as pioneers landed in the area and goods were transported to Otaru. However, immediately after the end of World War II, Otaru entered a period of chaos.
After the defeat in World War II, Japanese rule was lifted, and many people from northeastern China and Manchuria were repatriated to Japan. In 1946, the Central Market was established by those repatriated to Otaru from overseas. At first, it was called "Otaru Central Market.
After the chaotic period following the end of the war, Otaru Central Market was forced by the city to be dismantled and relocated to make way for urban development, but the union president at the time visited City Hall repeatedly to plead for its continued existence. The market association was incorporated and construction of a modern, reinforced concrete market was begun to replace the barracks huts. The first building was completed in May 1953. The second building was completed the following year. The third building was completed a little later, in 1956. At the time, the modern facilities were the talk of the town, and there was a strong response from all over the province.
Nearly 70 years later, the building is still sturdy. Currently, there are about 30 stores in total: restaurants and barbers in the first building, butcher stores and delicatessen stores in the second building, and fresh fish stores and fruit and vegetable stores in the third building.

Original products that convey the attractions of Otaru are developed and sold in a storefront converted from the former Otaru warehouse headquarters, which is said to be the oldest business warehouse in Hokkaido, located in the Otaru North Canal area. The shop tells the story of Otaru's prosperity in the pioneering days of Hokkaido and the history of the Kitamaebune, and displays and sells processed seafood and agricultural products from the port of call and Hokkaido, as well as original products by craftsmen and artists associated with Otaru.
