Otaru Snow Light Path" started in 1999 as a countermeasure to overcome the decrease in the number of tourists during the winter season. It is held every February and has become one of Otaru's representative events, attracting about 500,000 visitors over the 10 days or so it is held. It is named after a collection of poems by Otaru-born poet, Sei Ito, titled "Snow Light Path.
The warm glow of the candles will envelop Otaru's unique old streets, which have many historical buildings such as banks and warehouses built in the Meiji and Taisho periods. During the festival, more than 100,000 candles are used to light the streets with the help of volunteers from Japan and overseas, who come to light the candles with the warmth of human touch.
Candles are lit throughout Otaru City, with the Otaru Canal and the former site of the old Japan National Railways Temiya Line as the main venues. At the canal site, "floating ball candles" with candles lit inside processed glass balls are floated on the water surface, "snow candles" with candles lit on snow objects are created on the canal walking path, "snow tunnels" are created at the Temiya Line site, and various other objects are set up to create a fantastic "Road of Snow Light". The entire city is involved in this event. As this is a city-wide event, visitors can enjoy fantastic scenery wherever they walk in Otaru.

Tai monaka chocolate with 23 lucky spots in Otaru decorated on the packaging. Chocolate and rice puffs are added to the 100% glutinous rice monaka dough, which is baked using traditional techniques.

Original products that convey the attractions of Otaru are developed and sold in a storefront converted from the former Otaru warehouse headquarters, which is said to be the oldest business warehouse in Hokkaido, located in the Otaru North Canal area. The shop tells the story of Otaru's prosperity in the pioneering days of Hokkaido and the history of the Kitamaebune, and displays and sells processed seafood and agricultural products from the port of call and Hokkaido, as well as original products by craftsmen and artists associated with Otaru.
