The Otaru Branch of the Bank of Japan, located in Ironai, Otaru City (now the Financial Archives), was designed by Kingo Tatsuno, the designer of the famous red-brick Tokyo Station, and his apprentice Upeiji Nagano, and was completed in July of 1902 (45th year of Meiji). At the time, Otaru was home to numerous bank branches, and the area around Shikinai Boulevard was known as the "Wall Street of the North. Among them, this building was particularly unique in its presence.
The exterior is Renaissance-style, with five domes on the roof. The exterior walls are made of bricks with mortar applied to the surface to create a stone-like finish. The building is elaborately designed throughout, including the 30 interior and exterior statues of Blakiston's fish owl motifs, the large atrium space with no pillars, and the sales counter made of marble from Akasaka, Gifu Prefecture. It is currently open to the public as a financial museum that introduces the role of the Bank of Japan and its financial structure.

Original products that convey the attractions of Otaru are developed and sold in a storefront converted from the former Otaru warehouse headquarters, which is said to be the oldest business warehouse in Hokkaido, located in the Otaru North Canal area. The shop tells the story of Otaru's prosperity in the pioneering days of Hokkaido and the history of the Kitamaebune, and displays and sells processed seafood and agricultural products from the port of call and Hokkaido, as well as original products by craftsmen and artists associated with Otaru.
