Otaru is the second oldest port town in Hokkaido after Hakodate, and was once a very prosperous gateway to the Hokkaido economy. Otaru's old streets and stately architecture throughout the city remind us of its prosperity in those days. In terms of culture, talented young men and women from all over the country gathered in Otaru and engaged in friendly competition, producing many outstanding writers, including Takiji Kobayashi and Sei Ito.
The writings, literary magazines, manuscripts, letters, and other materials of these writers are precious literary treasures that have been bequeathed to the present day. The Otaru Municipal Museum of Otaru Literature opened on November 3, 1978, on the second floor of the former Otaru Local Savings Bureau (built in 1952), in response to citizens' requests to build a facility to prevent the loss of and damage to these materials. The Otaru Museum of Literature houses and exhibits approximately 1,000 books and other materials by novelists, poets, poets, and haiku poets associated with Otaru, including Takiji Kobayashi and Sei Ito. In addition to the permanent collection, the museum holds special exhibitions on various themes related to literature, holds literature lectures, and organizes literature tours to visit places associated with the writers and their works.

Original products that convey the attractions of Otaru are developed and sold in a storefront converted from the former Otaru warehouse headquarters, which is said to be the oldest business warehouse in Hokkaido, located in the Otaru North Canal area. The shop tells the story of Otaru's prosperity in the pioneering days of Hokkaido and the history of the Kitamaebune, and displays and sells processed seafood and agricultural products from the port of call and Hokkaido, as well as original products by craftsmen and artists associated with Otaru.
