Located on the eastern side of the Shakotan Peninsula in western Hokkaido, Otaru Port is a natural harbour surrounded by mountains to the north, west and south. 1869 (Meiji 2), when the Meiji Government established the Kaitakushi (Hokkaido Development Office), renamed Ezochi as Hokkaido and designated Sapporo as the main town for construction, Otaru Port became a strategic point for the development of Hokkaido.
Looking at the harbour from a high vantage point, breakwaters extend from Temiya in the north and Cape Hiraiso in the south, as if to embrace the port of Otaru. It has withstood the daily ravages of the sea and is still in use today.
The northern breakwater was the first in Japan to be built with a concrete slanting mass structure. This success is said to have advanced the development of modern ports in Japan and has been selected as a Civil Engineering Heritage Site by the Japan Society of Civil Engineers and as a Hokkaido Heritage Site.

The shop tells the story of Otaru's prosperity in the pioneering days of Hokkaido and the history of the Kitamaebune, and displays and sells processed seafood and agricultural products from the port of call and Hokkaido, as well as original products by craftsmen and artists associated with Otaru.
