Otamoi Coast, included in the Niseko-Shakotan-Otaru Kaigan National Park, which became the third place in Hokkaido to be designated as a national monument in 1963, is located in the northern part of Otaru. It is an unexplored spot where visitors can take a sightseeing boat to see the magnificent and breathtaking scenery of cliffs and strange rocks in the clear blue Shakotan blue sea from the sea side. The mysterious-sounding name "Otamoi" comes from the Ainu word meaning "sandy cove. It is currently the only place name in katakana in Otaru.
Otamoi has a hidden history. In the early Showa period (1926-1989), there was a big resort called Otamoi Amusement Park in this area. The main attraction in the amusement park was the Ryugukaku, a huge three-story inn built into the side of a steep cliff. It was even said at the time to be more powerful than Kiyomizu-dera Temple, as it was built on a number of pillars on the cliff and most of the building overhangs the sea. It was built in 1936 by Akitaro Kato, a kappo restaurant owner in Otaru City, as a new landmark in Otaru. At the time, the park was used by several thousand people a day, but it was closed due to the war. After the war, the park tried to reopen, but unfortunately, Ryugukaku was destroyed by fire, and the park had no choice but to close.
The foundation stone of Ryugukaku and the promenade tunnel leading to the amusement park site remain, but the road from the land side is closed due to the danger of cliff collapse. The Otamoi Coast, with its mysterious charm of a mysterious sea and a phantom amusement park, can now be seen from the sea side by ocean sightseeing boats.
