Shukutsu Panorama Observatory, famous for its beautiful sunrise and sunset views, is located on top of a hill approximately 70 meters above sea level in the northeastern part of Otaru City. Looking east from the observatory, the view is accented by Cape Takashima in the foreground, and beyond that is a spectacular view of Ishikari Bay. Beyond Ishikari Bay on a clear day, Mt. Shokanbetsu and Mt.
