In the western part of Otaru City, on a small river terrace, there is a stone circle measuring 33m long by 22m wide, shaped like a north-south oval with large and small stones arranged. After leveling a gentle slope at an elevation of 20m and laying gravel, standing stones were placed.

This is a valuable archaeological site where you can see the remnants of large-scale civil engineering work by ancient people. Investigations to date have revealed that it was constructed in the late Jomon period (approximately 3,500 years ago), the standing stones were transported not from the nearby coast but from Cape Shiripa in Yoichi Town, approximately 9 km away in a straight line, and large wooden pillars were erected around the stone circle.

Considering the large-scale construction and the long period of management, the amount of work would have been impossible for a single settlement to accomplish alone. It is known that the number of settlements around Otaru increased during this period, suggesting that construction and maintenance were carried out through regional cooperation.

In the Oshoro-Yoichi Bay area, from western Otaru to Yoichi, various stone circles with different site conditions and compositions are concentrated, including the Jichinzan Stone Circle, Nishizakiyama Stone Circle, and the Hachimanzan Stone Circle in Yoichi Town, as well as the Mongaku B Site in Niki Town. Among these, the Oshoro Stone Circle is considered to be a central presence.
