The Asahi Observation Deck is located on a small hill about 190m above sea level, behind Otaru Station, and offers views of Ishikari Bay and Mount Shokanbetsu in the distance. It is also famous as a place to enjoy Otaru's nightscape, one of Hokkaido's three great night views.

Within the grounds, there are literary monuments dedicated to Tatsuji Kobayashi, a proletarian writer with strong ties to Otaru, and a poetry monument to Kan Ota. In addition, a total of 18 walking courses, stretching for 14km, have been developed, making it a place of relaxation for citizens where they can enjoy nature walks and observe various trees and wild birds throughout the seasons.

It is also known as a pilgrimage site for the popular anime "Saikano: She, The Ultimate Weapon." The Asahi Observation Deck has a notable feature that other observation decks do not: its view map. While regular view maps are perfectly fine during the day, at night it can be difficult to see them in the dark. However, the Asahi Observation Deck's map glows with a green, fluorescent-like light, allowing visitors to check the map even at night while enjoying the night view.
