Otaru, a port town that opened early in Hokkaido, second only to Hakodate, once flourished as the gateway to Hokkaido's economy. The old townscapes and stately buildings that remain throughout the city evoke the prosperity of that era.

In terms of culture, talented young people gathered from all over the country, honing their skills and producing many excellent writers, including Takiji Kobayashi and Sei Ito. The works and literary magazines of these writers, as well as their manuscripts, letters, and other materials, are valuable literary assets that have been passed down to the present day.

The citizens' desire to prevent the dispersal and damage of these materials led to the establishment of the Otaru Municipal Museum of Literature. It opened on November 3, 1978, on the second floor of the former Otaru Local Savings Bureau (built in 1952).
