The history of Otaru is said to have begun in the late Edo period when villages were established by people who immigrated in search of herring. From that time, kitamae-bune, trading ships known as "general merchants of the sea," also began to frequent the area. Many daily necessities were brought to Hokkaido, and in turn, abundant seafood was transported to Honshu.

In the Meiji era, Otaru was positioned as the most important port for the development of Hokkaido, and many financial institutions also established branches, leading to continuous prosperity. In the Taisho era, land was reclaimed from the sea to create canals for efficient transportation. This became the Otaru Canal.

As time passed and distribution hubs moved to other cities, the Otaru Canal became an obsolete waterway. In the mid-Showa era, a plan to reclaim the Otaru Canal was proposed. The Otaru Canal Preservation Movement, initiated by citizens, gained national attention, boosting Otaru's reputation nationwide.
