The Bank of Japan Otaru Branch (now the Financial Museum), located in Iroinai, Otaru City, was designed by Kingo Tatsuno, famous for designing Tokyo Station's red brick building, and his apprentice Uheiji Nagano, among others, and was completed in July 1912 (Meiji 45).

At that time, numerous bank branches were opening in Otaru, and the area around Iroinai-Odori was known as "Iroinai Bank Street." Among them, this building reportedly had a particularly striking presence.

The exterior adopts the Renaissance style, with five domes on the roof. The outer walls are finished to resemble stone, with mortar applied over the brick surface. The building features elaborate details throughout, such as 30 statues of Blakiston's fish owls (shima-fukurou) both inside and out, a large open-plan banking hall without pillars, and banking counters made of marble from Akasaka, Gifu Prefecture.

Currently, it is open to the public as a financial museum, introducing the role of the Bank of Japan and the mechanisms of finance.
