There are Suiten-gu Shrines throughout Japan. While the Suiten-gu Shrine in Kurume City, Fukuoka Prefecture, is the head shrine, dedicated to Emperor Antoku and others, the Suiten-gu Shrine here in Otaru does not belong to it. Otaru's Suiten-gu Shrine is registered with the Shiribeshi branch of the Hokkaido Shrine Agency.

It is about a 10-minute walk from Otaru Station or Minami-Otaru Station, located at the top of a slope called "Gaijin-zaka" (Foreigner's Hill) in Shinonome-cho. Situated on a hill about 55 meters above sea level, the location spot to the right of the main shrine offers a panoramic view of Otaru Port, the Sea of Japan, and the city of Otaru.

Various cherry trees, such as yaezakura, Somei Yoshino, and Ezo-yamazakura, are planted around the shrine grounds, offering a beautiful cherry blossom blizzard in spring. Every year around mid-June, the "Suiten-gu Reitaisai" (Suiten-gu Grand Festival), one of Otaru's three major festivals, is held and is cherished by locals along with Ryugu Shrine and Sumiyoshi Shrine.

The enshrined deities are Mizuha-no-me-no-kami, Ukemochi-no-kami, Izanagi-no-kami, and Izanami-no-kami. Mizuha-no-me-no-kami is believed to bring benefits for safe voyages and abundant catches, while Ukemochi-no-kami brings bountiful harvests and business prosperity. Izanagi-no-kami and Izanami-no-kami are said to bring benefits such as marital harmony, success in love, prosperity of descendants, and blessings for children.

There are three monuments on the shrine grounds. One is the Mitsuya Yoson Kuhi (Haiku Monument of Mitsuya Yoson). He was a haiku poet from Yufutsu-gun, Hokkaido. The second is the Ishikawa Takuboku Kahi (Poem Monument of Ishikawa Takuboku). One of the three Ishikawa Takuboku poem monuments in Otaru City is located here. Lastly, there is the Kawamura Bunichiro Shihi (Poem Monument of Kawamura Bunichiro). He was a doctor and poet from Otaru.

Also, the Komainu (guardian lion-dogs) at the entrance of the shrine are said to be very large compared to those at other shrines. Their pedestals are also tall, and it is considered very rare nationwide to find ones this large.
