There are shrines all over Japan that bear the name Suitengu. Suitengu in Kurume, Fukuoka Prefecture is the main shrine that enshrines Emperor Antoku and others, but Suitengu in Otaru does not actually belong to it. Suitengu in Otaru is registered with the Shiribeshi branch of the Hokkaido Shrine Association.

It is about a 10-minute walk from Otaru Station or Minami-Otaru Station, and can be found at the top of a hill called "Foreigners' Hill" in Shinonome Town. It is located on a hill about 55 meters above sea level, and from the location to the right of the shrine building you can get a panoramic view of Otaru Port, the Sea of Japan, and the Otaru cityscape.

In addition, double cherry blossoms, Somei Yoshino cherry blossoms, and Ezoyama cherry blossoms are planted around the temple grounds, and in spring you can see a beautiful flurry of cherry blossom petals. Every year in mid-June, the Suitengu Shrine Festival, one of Otaru's three major festivals, is held here, and it is beloved by locals along with Ryugu Shrine and Sumiyoshi Shrine.

The enshrined deities are Mizuhanome-no-kami, Ukemochi-no-kami, Izanagi-no-kami, and Izanami-no-kami. Mizuhanome-no-kami is said to grant blessings for safety at sea and prayers for a good catch, while Ukemochi-no-kami grants bountiful harvests and prosperous business. Izanagi-no-kami and Izanami-no-kami are said to grant blessings for marital harmony, success in love, prosperity of descendants, and prayers for fertility.

There are three monuments on the temple grounds. The first is the Mitsuya Utamura Haiku Monument, dedicated to a haiku poet from Yufutsu County, Hokkaido. The second is the Ishikawa Takuboku Poetry Monument, one of three Takuboku Ishikawa Poetry Monuments in Otaru. The last is the Kawamura Bunichiro Poetry Monument, dedicated to a doctor and poet from Otaru.

The guardian lion statues at the entrance to the shrine grounds are also very large compared to other shrines. The bases are also tall, and they are said to be very rare even nationwide.
