Ryutokuji Temple was founded in 1857 by the first Great Priest Kaion as Ryutoku-cho (present-day Shinko-cho), and in 1874, it moved to its current location in Maei. The main hall is the oldest temple main hall in Otaru City. Although its foundation was repaired only once in 1992, the building itself remains as it was when it was founded.

Ryutokuji Temple is famous for its giant mokugyo (wooden fish), one of the largest in Japan, with a diameter of 1.3m, a height of 1m, and a weight of 330kg. It was made from camphor wood sourced from Kyushu in 1933 and donated to Ryutokuji Temple by a hospital. It is said to be the largest mokugyo in Japan made from a single tree.

Ryutokuji Temple has another famous item: the ema (votive horse pictures) depicting ships, donated by Kitamaebune shipowners, which are recognized as a component of Japan Heritage. In ancient Japan, horses were revered as divine vehicles, and living horses were offered as "shinme" (sacred horses) to gods in rituals. As a simplified form of this, ema, which are wooden plaques with paintings of horses, were offered to make wishes to the gods.

This custom, which began in the Asuka period, also came to be offered at temples due to the syncretism of Shinto and Buddhism in the Heian period. With the advent of Kitamaebune ships in the Edo period, Kitamaebune shipowners began to offer ema depicting their ships at shrines and temples in port cities to pray for safe voyages. In the Konpira-den behind the main hall of Ryutokuji Temple, there are eight ship ema of various sizes, depicting ships heading out to a rough sea with the rising sun. They are said to have been donated by Kitamaebune shipowners during the Meiji period.

Dusk to night is especially recommended. The gas lamps along the stone warehouses light up, and the sight reflected on the water is a representative scene of Otaru. In winter (January-February), the "Otaru Snow Light Path" event is held, offering a magical atmosphere.
