The Otaru Canal, completed in 1923 with the mission of facilitating cargo unloading. After the war, having fulfilled its purpose, the Otaru Canal was revitalized in 1986 with the development of promenades and gas lamps, becoming what it is today. Half of the canal was filled in to create a road, but the northern part, known as the North Canal, retained its original 40-meter width, preserving its historic appearance.

"Canal Park" is located along the North Canal, built on the site where cargo was loaded and unloaded for the former Nippon Yusen Kaisha Otaru Branch, a nationally designated Important Cultural Property. Covering an area of approximately 7800 square meters, the park features playground facilities and rest houses that repurpose stone warehouses from the Meiji and Taisho periods. In the center is a fountain pool designed to mimic the shape of a "ship entry dock" from that era.

The park also features bronze statues of people connected to Otaru, such as Hiroi Isamu and Ito Choemon, who were involved in the construction of Otaru Port, and the statue of the mother and child from the well-known children's song "Akai Kutsu" (Red Shoes). While normally quiet, the park's fountain area buzzes with children playing in the summer. During the Obon festival, a captivating lantern floating event for ancestor veneration is held in Canal Park.
