In 1880, the first railway in Hokkaido opened between Otaru and Sapporo. Otaru flourished with the arrival of settlers and transportation of goods, developing into the leading economic city in northern Japan. However, immediately after the end of World War II, it entered a chaotic period.

After Japan's defeat in the war, its governance overseas ended, and many people repatriated to Japan from places like Northeast China and Manchuria. In 1946, the Chuo Market was established by these repatriates who had returned to Otaru from overseas.
Initially, it was called "Otaru Chuo Market." After the chaos of the postwar period subsided, the Otaru Chuo Market was forced by the city to be dismantled and relocated for urban development. However, the chairman of the cooperative at the time repeatedly visited the city hall and pleaded for its continued existence, which was eventually granted.

The market cooperative was then incorporated to replace the shacks with permanent structures, and construction of a modern reinforced concrete market began. The first building was completed in May 1953, followed by the second building the following year. The third building was completed a little later in 1956.

At the time, its modern facilities were quite a sensation and reportedly drew attention from all over Hokkaido. Nearly 70 years later, the buildings remain incredibly sturdy. Currently, around 30 shops operate across the three buildings: the first building houses restaurants and barber shops, the second has butchers and delicatessens, and the third contains fishmongers and greengrocers.
