"Otamoi Coast," part of the Niseko-Shakotan-Otaru Kaigan Quasi-National Park, which was designated as a quasi-national park in Hokkaido in 1963, is located in the northern part of Otaru. It is a hidden gem where you can see the magnificent and breathtaking scenery of towering cliffs and strange rock formations against the clear blue "Shakotan Blue" sea from a sightseeing boat.

The mysteriously sounding name "Otamoi" is said to come from the Ainu language, meaning "sandy cove." It is currently the only place name in Otaru written in katakana.
Otamoi has an unknown history. In the early Showa period, a large resort called Otamoi Amusement Park existed here. The main feature of the amusement park was the huge three-story ryokan (Japanese inn) called "Ryugukaku," built on the side of a steep cliff. Many pillars were erected on top of the cliff, and most of the building extended out over the sea. At the time, it was even said to be more impressive than Kiyomizu-dera Temple.

It was created by a man named Shutaro Kato, who ran a Japanese restaurant in Otaru, in 1936 (Showa 11), as a new landmark for Otaru. At the time, it was used by several thousand people a day, but it closed due to the war. After the war, there were attempts to reopen, but Ryugukaku was unfortunately completely destroyed by fire, forcing it to close down. The foundation stones of Ryugukaku and the promenade tunnels leading to the former amusement park site remain, but the path from the land side is closed due to the risk of landslides.

The Otamoi Coast, a mysterious spot with a mystical sea and a phantom amusement park, can currently be viewed from the sea via a marine sightseeing boat.

Dusk to night is especially recommended. Gas lamps light up along the stone warehouses, and the reflections on the water create a scene iconic to Otaru. During winter (January-February), the "Otaru Snow Light Path" event creates a magical atmosphere.

Each season offers different charms. Summer (July-August) has mild weather and is perfect for walks, while autumn (September-October) offers beautiful autumn leaves and delicious seafood.
