Hokkai Seikan Otaru Factory No. 3 Warehouse was constructed in 1924 (Taisho 13), the year after the completion of the Otaru Canal. It was built to store cans for salmon and trout, manufactured for seafood processing plants on the Kamchatka Peninsula, where offshore fishing was thriving.

The location is newly reclaimed land created by filling in the sea to build the Otaru Canal. Recently discovered blueprints revealed that many pine piles were driven deep into the ground to reinforce the building's foundation. The structure is a four-story reinforced concrete building with a total floor area of 7,200 square meters.

Otaru is known as the "Wall Street of the North" and boasts a cluster of bank buildings constructed with the latest Japanese technology of the time. This warehouse is a valuable example of early reinforced concrete construction, similar to the former Hokkaido Takushoku Bank Otaru Branch. In 2012, it was designated a historic building by Otaru City.

Although the warehouse has long been cherished by citizens as an iconic building located on the north side of the Otaru Canal, nearly 100 years have passed since its construction. Due to the high maintenance costs associated with its aging, Hokkai Seikan Co., Ltd., which owns the building, has decided to demolish it soon.

Meanwhile, Otaru City, aiming to preserve and utilize it as a symbol of a tourist city, requested a one-year grace period from the company. At a time when valuable historical assets of old towns are rapidly disappearing, the question is how to revitalize the city by leveraging historical buildings, culture, and landscapes that, once lost, can never be recovered.
