Otaru began its development during the Keicho era (1596-1610) of the Edo period, when a daimyo of the Matsumae Domain granted land to his retainers. Subsequently, an increasing number of people migrated from the south in search of herring. In the second year of Ganji (1865), 314 houses of fishermen were built, and a village-like organization was formed, marking the beginning of Otaru's history.
In the Meiji era, the new Japanese government decided to make Sapporo the base for the development of Hokkaido. At that time, land routes were not yet established, so efforts were made to develop Otaru Port as a supply base for goods arriving by sea. To store and preserve the goods transported from the port, timber-framed stone warehouses were built one after another along the coast. In 1880 (Meiji 13), the "Kanei Horonai Railway," Hokkaido's first railway, was also laid, and Otaru became a port for shipping coal, an energy source that supported Japan's modernization. Subsequently, Otaru Port experienced a period of extreme prosperity, rapidly growing into one of the leading economic cities in Japan.

At that time, leading goods such as "coal, herring, and beans" were subject to asset management as speculative commodities, requiring currency exchange and insurance for overseas trade and shipping. Due to the necessity of financial functions, the Old Forty-Fourth Bank Otaru Branch, Otaru's first bank branch, opened in 1878 (Meiji 11). Starting from 1878 (Meiji 11), many banks expanded into Otaru due to the explosive development of industry, and in 1893 (Meiji 26), the Bank of Japan Otaru Sub-branch was established, forming the "Ironai Bank District."
