Located in the northern part of Otaru, Takashima is a peninsula-like area with its east side facing the sea. It remains one of Otaru's most important fishing bases, a city that thrived on herring fishing since the late Edo period. Takashima Fishing Port is situated in this area, and within its bay lies the symbolically floating Bentenjima Island.

Bentenjima Island is said to have once housed a Benten Shrine dedicated to Benzaiten, and a red torii gate still stands on the island today. Bentenjima is also where the oldest coastal fixed-point water temperature observations in Hokkaido began in 1897 by the Fisheries Research Institute. Its impressive scenery, also selected as one of Otaru's Eight Scenic Views of Eight Districts, is a historical symbol of how people in this region began to interact flexibly with the sea.
