Otaru has three fishing ports: Shukutsu Fishing Port, Shioya Fishing Port, and Oshoro Fishing Port. All of these are Type 1 fishing ports (meaning their usage is primarily for local fishing). The fishing port in Takashima is called Takashima Fishing Port District and is treated as part of Otaru Port, a "major port" under the Port and Harbor Act.

Shukutsu Fishing Port, Shioya Fishing Port, Oshoro Fishing Port, and Takashima Fishing Port District all developed as fishing grounds from the late Edo period by people who migrated north in search of herring. Even today, many industrial heritage sites from the herring fishing era remain, giving the area a very atmospheric feel. What truly makes Otaru's fishing ports charming is the beautiful sea. They are part of the Niseko-Shakotan-Otaru Kaigan Quasi-National Park, famous for its Shakotan Blue nickname.
