Otaru Port is a natural harbor located on the east side of the Shakotan Peninsula in western Hokkaido, surrounded by mountains on three sides: north, west, and south. In 1869, when the Meiji government established the Hokkaido Development Commission and renamed Ezochi to Hokkaido, designating Sapporo as its capital, Otaru Port became a crucial hub for the development of Hokkaido.

Looking at the harbor from a high vantage point, breakwaters extend from Temiya in the north and Cape Hiraiso in the south, embracing Otaru's harbor. The North Breakwater, designed by Dr. Isami Hiroi in 1908, has been in use for over 100 years since its construction, enduring daily rough waves and still standing as it did then.

The North Breakwater was built with Japan's first concrete block revetment structure. Its success is said to have advanced the development of modern ports in Japan, and it has been selected as a "JSCE Civil Engineering Heritage Site" and a "Hokkaido Heritage Site."
